As someone who has been involved in the FATCA "Wars" for over decade my own view was Boris paid up not because he was worried about going to jail but because if he didn't it would have affected US-UK relations and was strongly advised by people around Downing Street and the HMRC(in addition to the UK banking industry) not to cause a huge ruckus with Washington, DC.
