That's right. Contrary to what many people believe, having children isn't an obstacle in itself, it just adds a few logistical constraints.
But being divorced with alternating custody is indeed the number 1 obstacle for people who can and want to leave. Several of my friends are blocked because of this.
Those who have managed to escape this trap have done so in two ways:
1) By going to a country 2 to 3 hours by plane max.
2) By convincing their ex-spouse to come to their new country. Very difficult to achieve, but not impossible. When they do succeed, they're usually the ones who pay for everything.
It’s very difficult to reach level 2 when you have shared custody of children, but the idea still makes me dream :)
